The Executive Consultant provides high-level strategic, policy, and operational advisory support to USDA Forest Service Fire and Aviation Management. This role supports leadership decision-making through analysis, stakeholder engagement, policy development, and executive communication.



Key Responsibilities

  • Conducts regular strategy sessions, provides real-time policy guidance, and develops actionable plans that align with leadership priorities and operational objectives.
  • Engages with established stakeholder networks, collect and analyze diverse viewpoints, and present balanced assessments with clear implications for decision-making.
  • Reviews current performance measures, identify gaps, design process improvements, and implement metrics
    to track progress toward strategic goals.
  • Drafts step-by-step workflows, prepare United States Forest Service standard policy guides, and develop training and communication tools to ensure effective implementation.
  • Prepares executive talking points, policy briefs, and stakeholder messaging aligned with agency objectives and interagency communications.
  • Integrates quantitative data with operational insight to produce recommendations supported by evidence and aligned with leadership priorities.



Required Qualifications

  • Bachelor’s degree in Business or related field and minimum of ten (10) years of progressive experience, OR a minimum of twenty (20) years of experience directly related to fire response.
  • Must have demonstrated deep operational knowledge with administrative expertise, with:
    • Large fire reviews
    • Tactical fire response
    • Congressional reviews
  • Deep operational and administrative expertise in fire and aviation management
  • Strong executive communication and stakeholder engagement skills
