Description

RER Solutions, Inc., is accepting resumes for a Real Estate Transaction Specialist position in the Washington, DC, area. The Real Estate Transaction Specialist will provide on-site and remote support for the Army Military Housing Group program.


MHPI projects are master-planned residential communities and are located at Army Installations nationwide. The Military Housing group identifies and implements strategies that allow public sector organizations to fully leverage their real property in close alignment with their organizational missions. Further, the Military Housing group assists the Client in developing policy directives and provides various written materials to facilitate the Client and Congressional decision-making processes.


Responsibilities

  • Provide support to the MHPI contracts in transaction review and make recommendations on proposed transactions; determine any additional ROA requirements.
  • Provide project specific ROA guidance per transaction to participating Army and Lessee POCs in conformance with USACE technical requirements.
  • Pre-Load installation ROA packages with Programmatic information & Lead Installation Discussions.
  • Review Draft ROA real estate related documentation before Installation submittal and provide applicable comments to local Installation staff or Installation Management Command POCs.
  • Review Final ROA real estate documentation for errors and adequacy before submittal to DSA for the Determination of Availability (DOA), and provide appropriate DOA content recommendations.
  • Perform an initial review & analysis of existing standardized ROA forms, documents, and processes to identify areas for improvement.
  • Provide written recommendations for making ROA document and process adjustments to improve ROA accuracy and effectiveness; coordinate with USACE HQ for approval of ROA format as necessary.
  • Create and appropriately coordinate processes and documents in accordance with approved recommendations to improve the efficiency and effectiveness of ROA.
  • Perform an initial concept review and make written land survey recommendations for the proposed transaction during the Concept Paper development stage, including suggesting possible non-survey alternatives; assist with Green Light Letter Language.
  • Confirm land survey technical requirements with USACE Norfolk District & obtain agreement on parcel shape and location.
  • Review land survey scope & technical requirements with appropriate IMCOM & Installation personnel.
  • Guide Installation Staff in drafting survey scope of work documentation, including preparing government cost estimates, and facilitate the survey contracting effort.
  • Review existing real estate training and provide applicable recommendations to Army POCs.
  • Create requested real estate training material & documentation in support of annual training program objectives.
  • Perform an annual training needs assessment and make recommendations for training for the Installation staff, including applicable annual training objectives.
  • Review existing real estate training providers and related documentation; assess suitability for Installation staff.
Requirements
  • Minimum of US Citizenship is required to obtain client issued Public Trust
  • Experience reviewing real estate transactions
  • Experience reviewing ROA real estate related documentation
  • Experience reviewing land survey scope & technical requirements
  • Knowledge of federal policies related to military housing privatization
  • Ability to adapt to change quickly and effectively
  • Able to work independently to prioritize work as well as collaborate as a team member
  • Excellent written and oral communication skills
  • Excellent attention to detail and an understanding of fundamental business writing


EDUCATION: Bachelor’s Degree
